Standardize ChatGPT JSON response structure

Improved the consistency of the JSON ChatGPT response structure with the
expected fixed format by leveraging the `tools` property in ChatGPT
requests.
Due to the extensive reliance on JSON ChatGPT responses, narrative
response mode is no longer supported, and responses are exclusively
point-by-point. Consequently, the `gptReviewByPoints` option has been
discontinued, as it is now implicitly always true.
