Introduce PatchSet Voting functionality

Implemented the `enabledVoting` setting to allow ChatGPT to vote on a
Patch Set upon review. The vote's score will fall between
`votingMinScore` and `votingMaxScore`, which are configurable and
default to -1 and 1, respectively.
