Refactor: move DynamicSettings to ChangeSetData

The DynamicSettings classes have been relocated to the respective `data`
packages and are renamed to ChangeSetData and ChangeSetDataHandler, to
enhance clarity and prepare for upcoming enhancements.
This update eliminates the need to distinguish between static and
dynamic settings, leading to the renaming of the StaticSettings class
to simply Settings.
