  "message": "Bazel: align JGit with shared external_deps repository\n\nRename the JGit maven.install() repository from \"jgit_deps\" to\n\"external_deps\" so that it can contribute to the same Maven repository\nname used by Gerrit.\n\nAdd known_contributing_modules \u003d [\"jgit\"] to explicitly model JGit as a\ncontributor to this repository under bzlmod. This makes cross-module\ncontribution intentional rather than implicit.\n\nThis change is part of evaluating an alternative to the current split\nlibrary/standalone module setup.
