  "message": "Bazel: migrate the build to bzlmod\n\njava-prettify shipped a WORKSPACE and BUILD, but under Bazel\u0027s bzlmod\n(enabled by default in recent Bazel) an empty WORKSPACE no longer makes\n@rules_java visible. The BUILD therefore fails to load\n@rules_java//java:defs.bzl and the standalone build breaks.\n\nAdd a minimal MODULE.bazel that declares the rules_java dependency so\n\"bazelisk build //...\" works on its own again, pin the Bazel version via\n.bazelversion, and check in MODULE.bazel.lock (as the other Gerrit Bazel\nrepositories do).
