  "message": "Fix broken tar.xz archive download\n\nGitiles advertises the tar.xz archive format (ArchiveFormat.TXZ), but\nthe generated gitiles.war did not package org.tukaani.xz. JGit\u0027s Bazel\njgit-archive target failed to declare it (the //lib:xz target was\ntestonly), so it was never pulled transitively.
