Documentation: fixup ExternalId case insensitivity

Fix a few asciidoc issues I have encountered:
* Add cross reference link to the config setting
  `ldap.localUsernameToLowerCase`
* Unordered list needs a newline before the first item.
* ~ (tilde) is a formatting mark, escape it: ++~++
* Fix links
