Revert "Fix project-watchers visibility checks."

This reverts commit 88cd034c38e6f637e155f0c5bcc4bf815ee9feb8.

Reason for revert: This commit added properties on the singleton AccountResolver instance and setting them in one request affects other requests that use AccountResolver.
