Switch bazel plugins to use slave-bazel:debian Reason is since I56f3b6101e06bd678b4e42d3a9d52157963513aa was merged, old bazel version's will fail to build it. So we need a newer bazel version provided by our debian image. Change-Id: I12424abfccca72f3529e56905ac2f89e99629918
