test: Use create-project's --empty-commit option Instead of creating our own commit and pushing it, let Gerrit create the commit when we create the test project. This simplifies permissions for the test account. Change-Id: Iad65f2ea7e8a2b5f8c29e73e69a418cabb5d6077
